Town Planning
The division is responsible for controlling and managing land uses in the Metsimaholo region. This is regulated by using the following:
- The Sasolburg Town Planning Scheme 1 of 1993( it applies only to Sasolburg and Vaalpark)
- Annexure F of the Black Communities Development Act(it applies to all former black townships)
- The Vaal River Complex Structure Plan of 2003( all properties around the Vaal River and the Vaal Dam)
- Spatial Development Framework
Deneysville and Oranjeville towns are regulated in terms of the conditions of title of the respective erven.
Application fees
- Application for rezoning : R300.00
- Application for consolidation : R300.00
- Application for subdivision : R300.00
- Application for consent use : R2000.00
Please note: all applications except for consent use should be submitted simultaneously at the Municipality and the Department of Cooperate Governance and Traditional Affairs in Bloemfontein and the applications forms are available from the Provincial Department.
Building Control
Building Plans are approved and inspections are conducted from the Metsimaholo office. Building plans are approved within 30 days unless there are corrections to be done or outstanding requirements. Draughtsman / Architects / Owners can make enquiries after 14 days to ascertain whether there are any corrections to be made or outstanding requirements. All the requirements for approval of building plans can be obtained from the building control office.
All Draughtsmen and Architects must note that no plans for new structures will be accepted without a Title Deed and/or in the case of any outstanding debts (RATES, WATER & ELECTRICITY) owed to the municipality. All draughtsmen and architects must furthermore be registered members of SACAPSA.
A Permit for structures smaller than 10m² can be obtained from the office at a fee of R150-00 which will increase annually. A permit is obtainable for a wendy hut smaller than 10m². Such structure may under no circumstances be resided in, but may only be used as storage space.
Inspections on approved building plans must be requested within 48 hours prior to the inspection from the building control office. All different stages of inspections, i.e. excavation, foundation, hardcore filling, etc. must be followed up to the final inspection is done or the occupation certificate is obtained. Inspections for all the Metsimaholo areas will be performed from the Sasolburg office. Telephone numbers: (016) 973 – 8469 / 8411 / 8410.
A fine of R8, 000.00 can be imposed in the case of an illegal structure being detected.
The approval fees for building plans increase annually. A notice to this effect will be published in the local newspapers as well as the government gazette. Any enquiries in this regard can be made at the building control office.
A sidewalk deposit of R50-00 for the purpose of using a sidewalk to store building material (not building rubble) can be paid at the finance department. On completion of the construction project an inspection will be done, after which the deposit will be refunded if approved.
Copies of all building plans for Sasolburg, Zamdela, Vaalpark, Welgelegen, Naledi, Heavy Industries and all surrounding farms can be obtained from the Sasolburg office.
Copies of all building plans for Deneysville / Refengkgotso and Oranjeville / Metsimaholo and surrounding plots and farms can be obtained from the Deneysville office. Copying hours are strictly from 08:30 to 09:30 and 14:00 to 15:00 from Monday to Friday. Copies will not be made if requested telephonically. Rates for the copying of building plans will be given on request.
All fees are subject to annual increases.

Projects within the department
1. Zamdela Extension 17 (Farm Mooidraai 44):
The Remainder and Portion 1 of the Farm Mooidraai 44 situated to the west of Amelia (Zamdela extension 16) has been planned for township establishment purposes (estimated 3000 erven as phase I). Phase II of the project is estimated at 4`000 erven
2. Portion 3 of the Farm Mooi Plaats 581
Phase I of Portion 3 of the Farm Mooi Plaats 581 has already been planned for an estimated 2`500 erven for human re-settlement purposes. Phase II of the project is estimated at 3`000 erven
3. Plots: Vaaldam Small Holdings
In cooperation with Local Government and Housing and Department of Land Affairs funds will be secured during 2010/2011 for the purchase of an estimated 36 Plots for urban expansion of Refengkgotso (or integration) with Deneysville Town.
Following this process the land will have to be planned and surveyed for human re-
settlement purposes.
4. Housing delivery
Three projects are operational / in progress for the construction of 4`400 houses, namely
First project announced by the MEC of 1`800 houses in January 2008
Second project of 800 houses was announced in August 2008
A further 1’800 allocation was announced in August 2009

1. Metsimaholo LED Strategy is being developed and to be completed before end of May 2010. The first draft is out for internal inputs and corrections.
2. LED Forum terms of references are being compiled for the establishment of the business networking forum to be handed by the municipality.
3. The following are Social and Labour Projects (SLP) that MLM is busy with;

4. Kgodiso Development Centre
- 32 containers were built that were funded by Metsimaholo Local Municipality, Sasol and Safmarine. Presently the centre is functional with operational businesses active.
